Answer
 Hello Michael:

Would the Model Number Possibly be OHV130/206802B? If you havent Moved the Air Mixture Screws, then the Carburator Sounds like the Cause for your Problem. Clean and Rebuild the Carburator. Soak it Overnight in Cleaning Solution and Blow Out All the Passages with Compressed Air. If you have Moved the Screws or have Rebuilt the Carburator, then the Air Mixture Screws are Turned in Until Snug. Then Reverse 1 1/2 to 2 Turns and Start the Engine. Then Rev the Engine to Full Throttle and Slowly Turn the High Air Mixture Screw In/Out Until the Engine Runs Smooth. Now Return to Low Speed and Set the Low Air Mixture Screw so there is No Hesitation when Throttling Up. Now Set the Idle. Hope this Helps. Let me know what Happens, Please. I enjoy knowing the Outcome. Thanks.

 Good Luck

 Respectfully

 John
