Small Engines (Lawn Mowers, etc.): Replaced flat Idler pulley, tractor model, garden tractor

I have a 22 hp 46 inch cut Troybilt Garden tractor.Model B809H with electric PTO.  I replaced the flat idler pulley and now it smokes when I engage the blades. Is this alright? I have never worked on a mower and know nothing about a pulley but could see what was wrong and fixed it myself.

 Does the Idler Roll Free With the Belt Off? You May have the Sholder Spacer on Wrong. Go to this Addy http://www.partstree.net/parts.asp and Click the Box Parts Look Up. Then Select the Manufacturer(TroyBilt) and Enter the Model Number. Now Click the Model that Appears in the Search Results. Click the Illustrated Parts List. Then Click on the 46" Deck File. Enlarge the Diagram and Look at Diagram #33 (Shoulder Spacer). Hope this Helps. Let me know what Happens, Please. I enjoy knowing the Outcome. Thanks.
