Thanks for the quick responce.

I took apart the started and everything looks good.
I tried to go to the web site you gave me and when I click on #28 I get an error message "can't find the server at www.odref.com".

Is the an easy way to "Remove the Belts from the Engine Pulley".

Not sure how to check the "Clearance between the Valve Stem and the Tappet"

The starter is trying to engange the engine but it only moves it an inch or two then I get the machine gun sound while turning the key.

I tried to start my mower this season and got a lot of smoke and it never started running.  I now turn the key to start it and it sounds like a machine gun and does not spin.  I took out the spark-plug and same thing.

 By Just Spins; do you Mean the Engine is Turning without Compression or Is the Starter Turning and Not Engaging the Engine? Thanks.

 2 Things 1- Remove the Starter and Check the Drive End. It May be Cracked, Broken or Stripped. You will Need to Disassemble the Drive End to Inspect it Properly. You can View a Breakdow/IPL of the Starter and Engine at this Addy http://www.outdoordistributors.com/ and Select the B. Then Select Briggs and Stratton. Then Select Don't have Part Numbers. The Select the File # 28. Then Select the Folder for Model Number 28U700. This will Download a Breakdown/IPL of your Engine and Starter. Once the Starter is Repaired; if the Engine is Still Hard to Turn, then Remove the Belts from the Engine Pulley. If this Makes No Difference, then Check the Valve Clearance Settings. The Intake is Set at .003in - .005in and the Exhaust is .008in -.010in. Clearance between the Valve Stem and the Tappet. Hope this Helps. I am here if you Require more Assistance. Thanks.

 The Site I gave you is Down for Upgrades. Try this Addy http://shop.briggsandstratton.com/BShopProductListingPage.asp?rsvp=0&PARENTID=0& and Enter the Model Numbers 28U707 and Type Numbers 1174 and Click Search. Then Click on View PDF. When you get the Breakdown/IPL you can see where the Valve Adjuster is. You Set the Engine at Top Dead Center and Loosen the Valve Adjusters and Using a Blade Style Feeler Gauge, Set the Valves to the Proper Clearance. Loosen the Belt Guard and Remove the Spark Plug. Turn the Engine Slowly and Slip the Belts Off the Pulley. Are you Sure the Plastic Drive Gear Isnt Cracked? The Machine Gun Noise you were Hearing is Common with a Cracked Starter Drive Gear.
