B&S 17HP engine (311707; type 0132-E1): What is the governor link spring connected to? The spring is on the mechanical governor link. Thanks,

 Hello Charles:

The Spring Goes from the Throttle Control Arm to the Governor Control Arm. When the Spring is Pulled by the Throttle Control it Pulls on the Governor Control Arm and the Linkages from the Governor Control Arm Moves the Carburator Butterfly Through Shaft. Hope this Helps.
