Small Engines (Lawn Mowers, etc.): Bolens Riding Mower wont start or move., neutral safety switch, jumper cable


Question
My three year old Bolens 16 HP mower wouldn't start yesterday and even in neutral it won't roll at all.  I checked the clutch switch it seemed to be working.  I jacked up the rear wheels and even in neutral they seem locked up.  If you turn the right wheel forward, the left wheel goes in reverse.  I don't even know how I could get it to a shop. (If there was one that wasn't overloaded with work.)  Any suggestions.

 Hello Tom:

 The Belt is Stuck to the Transaxle Idler is why the Mower will Not Move. Check the Neutral Safety Switch. Check the Blade Safety Switch. Take a Jumper Cable Set and Using 1 Lead Only, Attach 1 End to the Positive Post of the Battery. FIRMLY Touch the Other End to the Large Post on the Starter. Does the Starter Turn Properly? If Yes, then, Send me the Model Numbers Off of the Mower and Off of the Engine, Please. With these Numbers I can View a Breakdown of the Mower and the Engine. Hope this Helps.
