Small Engines (Lawn Mowers, etc.): Briggs and Stratton 10 HP OHV wont start, florida hurrican season, briggs and stratton

My father-in-law has a Troy-Bilt 5500 wattportable generator, Model 01919 with a 10 HP Briggs and Stratton OHV engine that he purchased last year prior to the Florida hurrican season but (fortunatley) did not need to use.  He has run the generator maybe 3 time for 5-10 each time, but had not started it for 3 or 4 months.  He pulled it from the garage recently to start it and make sure everything is good, but it wouldn't start.  The last 3 times he choked it and it started on the first pull.  Here is my troubleshooting so far:
Removed the fuel line and verified that fuel is flowing to the carb.  
Removed spark plug, grounded it agains the engine block and pulled the starter cord, but had no spark.
Removed both connections at the On/Off switch and tried to start it with the spark plug out and grounded against the engine block, but no luck.  
Any idea why I am not getting any spark when it started on the first pull and ran fine the last time he tested it?  What should I test next?

Make sure your oil level is full that engine has a low oil shut down. If that checks out the remove the engine shroud to expose the coil. Next remove the wire on the backside of the coil. Now check spark. If still no spark then the coil is bad. If you get spark then you have a bad switch.GOOD LUCK
