 Hello Mark:

 Remove the The Starter Recoil Housing. Go to this Addy http://shop.briggsandstratton.com/BShopProductListingPage.asp?rsvp=0&PARENTID=0& and Enter the Model Numbers 12V809 and Type Numbers 1783. These are the Model and Type Numbers for the Engine on your Mower. On the next Screen Scroll Down and Look for the View PDF for Models 12V800 to 12V899. This will Show the Breakdown of the Engine. On Page 5 of 11 is the Breakdown of the Recoil Starter. You will Not have to go this Far to Repair the Rope, But the Breakdown is Handy. Once the Starter Housing is Removed, Look at the Plastic Pulley and Locate the Hole Where the Rope goes Through into the Pulley Groove. Remove the Old Rope and then Turn the Pulley towards the Hole in the Housing that the Rope goes through to the Outside of the Housing. Turn the Pulley unti the Spring is Tight and you are Unable to Turn the Pulley. Reverse the Pulley 1 Full Turn and Line up the Hole in the Pulley with the Hole in the Housing. Take the New Rope and Put it Through the Hole in the Pulley and Push the Rope from the Pulley to the Hole in the Housing. **Make Sure you have a Knot tied into One End of the New Rope.** Finish Pulling the Rope Through the Housing and Once it is Snug Against the Pulley; Tie a Slip Knot in the Rope to Hold the Pulley and Rope in Place While you Attach the Handle to the Rope. After the Handle is Attached, Release the Slip Knot and the Rope should Return into the Housing. Reassemble the Starter Housing Onto the Engine. Hope this Helps. Let me know what Happens, Please.
