Mr. Bridgers,
Thanks for your previous reply. The model# is 42A707,Type# 2653 E1, and Code# 9710095B. I disassembled the carb and cleaned all the ports.The float appears to be working correctly. Down inside/below the carburator it appears to be dirty and I will clean out, but could this be valve problem or fuel pump problem? I appreciate your help. Sincerely,

 Hello Garth:

 Depending on How Dirty the Carburator is it May have to Soak Overnight in Cleaning Solution. The Varnish that the Gas Forms inside the Carburator is Hard to Remove. The Black is an Indicator of To Much Gas to the Engine, which can Only be Caused by the Carburator. You can see the Carburator at this Addy http://www.odref.com/briggsandstratton/model-42/42A700-ms0635-0602.pdf I Dont see this being a Valve or Fuel Pump Problem. These two Items Dont Control the Flow of Gas to the Engine. Hope this Helps. Let me know what Happens, Please.
