Hello Again,
  I forgot to put that in the previous question.  I tried cranking that adjustment screw in all directions and it doesn't seem to help the problem.  There is only 1 adjustment screw, right?  Any other suggestions?  Thanks again.

Hello, I have a john Deere rx73 that i believe has a kawasaki fc290 engine.  Anyway, I bought it from out neighbor and it wasn't in running condition.  I have since got it to start by fixing some electrical stuff, cleaning the carburetor with cleaner, cleaning the float needle in the carb, replacing the fuel filter and now, it starts fine but the engine revs up and down while it's driving and doesn't seem to reach top rpms.  i think there might be aproblem with the choke valve but i really have no idea.  What's my next move.  In an unrelated, but similar topic.  Does this enging have a speed governor on it and if so, where is it?  Thank you s much for your help.

 Hello Jon:

 The Air/Fuel Setting Sound like they Require Adjusting. Go to http://jdpc.deere.com/jdpc/servlet/com.deere.u90490.partscatalog.view.servlets.H and you can see the Carburator Parts Diagram. Turn the Adjusting Screw for the High Speed Air/Fuel Mixture Counter Clockwise 1/4. Hope this Helps. Let me know what Happens, Please.

 Hello Jon:

 If Adjusting the Screw Didnt help, then Clean and Rebuild the Carburator. Gas forms a Varnish and this Cloggs up the Main Jet. The Engine is Starving Slightly  for gas. This is why the Engine is Reving up and down. Hope this Helps. Let me know what Happens, Please.
