Small Engines (Lawn Mowers, etc.): Lawnmower Engine., sears craftsman lawnmower, fuel enhancer

I have a Sears Craftsman Lawnmower with a Tecumseh Engine in it model number 143.966004. For some reason it won't start unless I spray starting fluid in the air cleaner. Even with that it will only start for about 2 seconds max. I've added fuel enhancer to the fuel, and still no luck. Any Idea's?

1- Does it have a fuel filter?  If so- change it
2- If it has a fuel bowl, drop it, verify that the float controls the fuel (raise and lower the float manually).  If not, get a kit and replace the needle valve and seat.
