Small Engines (Lawn Mowers, etc.): 17 HP Briggs & Stratton, engine model type, briggs stratton

Question
I removed carborator to clean it out and now my mower runs full tilt. The choke works on start up but then I can slow down the motor with my hand accelartor. Would that be a governor adjustment problem?
