Small Engines (Lawn Mowers, etc.): Engine revs redline when I turn the choke off on my 5.5 honda go cart, accelerator cable, intake leak

I reached down and set my choke on my engine, pull started and after it was running, I turned the choke off and my revs maxed out and the go cart took off at full speed almost tearing my arm off...there is no response at the throttle assembly but I removed my accelerator cable anyway... no change.. I changed the carb...still no change..all I can think of is maybe an intake leak or could it be a valve issue?  Thx in advance

Somebody has been monkeying around with the govenor linkage, trying to make it go faster!  If you adjust the link arm on the govenor shaft coming out of the engine, the thing will go wide open and there will be no throttle control- bad situation.  Ask around...
