Small Engines (Lawn Mowers, etc.): Briggs and Stratton leaking gas, briggs and stratton, retainer ring

I am trying to fix a mower for a neighbor.  She has a briggs and stratton 6hp, model 12J802-0860-01-96020759.  It has been sitting on her porch for a while.  When you put gas in, the gas pours back out of the primer bulb.  It does start, but gas continues to pour out until all gone.  I expect the problem is a diaphragm or something but need help in buying the right part.

 Hello Wendy:

 Replace the Primer Bulb First. There should be No Gas running from the Primer Bulb. Take a Screw Driver and Pop the Retainer Ring Holding the Primer Bulb in Place. The New Bulb will have a New Retainer Ring. Hope this Helps.
