Small Engines (Lawn Mowers, etc.): Poulan 33cc 14 gas chain saw., oil mixture, couple questions

New.   One hours use.
Pull line sticks after one rev.
I'm 81 but tough.  No trouble with
other gas powered stuff.
A 220 lb 6' friend started it for me.
Runs fine. Feels like high compression.  
Reel is fine off machine.
Pulled plug.  Spins easily.
Hastle to have repaired.  They want $40
just to look at it.

I need to ask you a couple questions.

1-Has the chainsaw been recently rebuilt?  Or did it suddenly just become this way?

2-Are you confident of the gas/oil mixture? (could it be too high or double mixed?)

3-If the saw just started this problem, was there any preceeding event like:
Got dropped-
Got loaned out-
Been in storage for a long time-

I am concerned that the saw motor is binding somehow, an increase in compression would only occur if it somehow got filled with excess oil.  Lemme know and we'll go further ok?
