Small Engines (Lawn Mowers, etc.): Rip cord wont extend enough for engine to catch, self tappers, starter cord

Allen,
I have a 2004 Murray Select, 6 hp, 22", 3-in-1 push behind mower.  Model# 22265X8H.  
The rip cord condition is fine.  When I attempt to pull it out to start the engine it seems to catch on something and stops about 4-7 inches out.  If I jerk it in and out I can maybe come up with another 2 inches but that's all.  I was reading some of the other FAQ's about this problem and I believe it is the spring.  I'm certain I can fix the problem if I can get to the recoil but the cover above the recoil is riveted on.  Do I break the rivets out and just get some self-tappers or is there some super special reason they used rivets?

Uhmm no- don't break the rivets- the entire cowling unbolts.  Remove it, flip it over. You'll see the starter cord retaining mechanism is held in by 4 little bolts I believe.  Remove them, but hold on to the windup pulley!  Slowly pull it out, and observe the spring's direction.  There's a key on the end of the spring that fits into a slot- the trick here is to re-hook the spring at both ends, wind it just enough to allow the coils to all lay in one another properly, and lower the windup pulley back down into place.  You get that, you're dexterious!  Really- some patience and concentration will do it.  Lemme know if I have the right push mower model in mind!
