Small Engines (Lawn Mowers, etc.): briggs trouble, small fortune, grateful thanks

Question
I purchased a second hand Toro riding mower last year, model number 12-32, Briggs 12 Hp 281707-0175-01. Despite its' age, the mower ran well.

Over a relatively short period of time, the mower became harder and harder to start. The carb looked pretty cruddy on the outside, so it was removed and cleaned out. Not being a mower expert, it appeared to me as though the carb linkage (governor?) has been perhaps bodged.

In any case, the mower is still hard starting, and will only run with the speed control in the fast position. Attempting to slow the speed down, or choke the motor, or apply load, and the mower stalls.

I have been unable to find a diagram of the carb linkage to be sure it is correct.I attempted to obtain info on the Briggs site, but the motor number comes up as "no info found".

Obviously this is an older motor, so if a reasonably inexpensive fix can be found, I would do that. I am trying to avoid paying someone a small fortune to repair this, as the age does not justify it.

If you have opinions on possible fixes, I would be very grateful. Thanks!

Answer
Go to the Briggs site, look under manuals and go the Illustrated Parts List.  You can open the pdf file.

Type in the model, 281707 and the type number 0175.

Did you adjust the carburetor needles?  Did you remove the carb jets and blow compressed air through them?

Let me know.
