Question - Nice job! Runs great. Before I change the oil again, do you have an opion as to why the dipstiick shows oil sump is half full?

2 Problems: 1-Gas leaking into oil and out of the exhaust. I bought and installed a carb overhaul kit. Do you think this will solve problem? I drained and refilled oil. This next bit is confusing, the dipstick shows that oil is a half a quart LOW! Whats up with that?
Problem 2- Mower won't start. I charged battery & checked w/volt meter to make sure it is fully charged. Meter reads 12.74v. When I turn the key the starter makes a faint short sound and then nothing. I tested starter w/meter by black to ground red to starter terminal. Turned key & no volts to starter. Checked for corrosion and bad wiring both okay. Next checked solenoid. Removed orange wire from spade terminal and shorted w/screw driver across top two lugs. The starter made a faint sound breifly. Rechecked the battery, meter read 10.5v. Next I removed spark plug and checked bat. again- 12.6v tried to turn engine over. Got the same short sound from starter.
Please, any advise? Grass is near record heights!

Hiya Steve-
First- get a new battery!  That one has a dead cell!
Second- get a kit for your carb and replace the float and needle valve.  
Third- change the oil again, then give her a go-

Hi Steve  glad to hear its runnin better- about the oil- You didn't mention it, but if your mower's engine has an oil filter, theres your answer- you have to put in extra to fill that filter up.  If it dosen't have a filter, there are two possibilities
1- someone has replaced the factory dipstick with one from another mower
2- your dipstick has that funny little Z-bend at the end and its bent.  Oil level is probably ok-
