Small Engines (Lawn Mowers, etc.): briggs govenor setting, craftsman eager 1, rick saunders

MY SON REMOVED THE GOVENOR ARM FROM HIS SMALL PUSH MOWER WHEN REMOVING THE GAS TANK .. I CAN'T SEEM TO GET THE GOVENOR SET CORRECTLY .. WHAT IS THE BEST PROCEDURE FOR SETTING THE GOVENOR SO THE ENGINE DOESN'T SURGE OR RUN WIDE OPEN ? THE MOWER IS A CRAFTSMAN EAGER 1 WITH A 4.5 HP ENGINE ... THANK YOU FOR ANY HELP YOU CAN SUPPLY ..  RICK SAUNDERS

Hi Rick!  Ok- I'll give you the inside scoop.  The rod the arm attaches to is split in the middle, notice that with the arm attached, but fairly loose, you COULD take a screwdriver adn turn the shaft if you held the arm steady.
Heres the thing- if you need to slow the engine down, turn the shaft CLOCKWISE (sounds like its so far adjusted counterclockwise its pre-loading the counterweights inside and advancing the throttle right off the bat!).  So- turn it clockwise until it idles normally, then make fine (VERY FINE) adjustments til it seems about right on the wide open throttle setting.  You really need a tach to set it absolutely right, but you can get it pretty close (the engine will run just fine from 3300-4400 rpm).
