Small Engines (Lawn Mowers, etc.): primer leaking, pin hole, oil level

Eric,

I have been helping my friend with getting his lawn mower started. I was finally able to get the lawn mower started. It is a Stratton and Briggs 3-1. The problem is that the gas is pouring thru the little pin hole at the tip of the primer.

Would you be able to give me some advice on how to fix?

What I did was take the cover off and spay cleaner on the carb. There was a plastic tan round ring with a small nail piece. I put it back together and to no avail.

Most likely the inlet needle and seat need to be replaced.

Removing, dis-assembling and cleaning the carb with compressed air and carb cleaner may fix the problem but we always replace the inlet needle and seat.  
Make sure you check the oil level; if the level is high and the oil smells like gas then you need to change and refill with oil after you repair the carb.

How old is the mower?
