Answer
Can't remember what brand engine you have but if it is a Tecumseh engine on a snowblower then most likely there is still some obstruction in the carb.

We recently had to soak a carb in some strong carb cleaner for several days before we got it clean.  We'd soak it, blow it out, install and test and still have carb issues.  Finally one of the techs just left in the cleaner for a while and then repeated the cleaning process.  Finally got it to work.

Will it idle with the choke in the off position?  Were the intake gaskets in good shape?  Is the idle set to approx 1800 rpm?
Let me know.
