cannot change engine speed. Cable and linkage look ok.

How old of a mower to you have?  Does your engine have an airvane type governor?

I'm not sure. It is a white flag looking thing with what looks like a gear on it.It's 2002 model

That should be the governor vain.  Are all the linkages free...can you move them freely by hand?

Did the problem happen suddenly or did the mower sit for a while?
What brand of engine is on the mower?  Lawn Boy has used various engines.
