Small Engines (Lawn Mowers, etc.): Lawnmower wont stop, sears repair, presence control

I have a Craftsman 6.75 HP rear discharge power propelled mower.  It just returned from Sears repair where they replaced the transmission for $188.00.  (you're probably wondering why I spent that amount on a $325.00 mower). I ran it yesterday and it ran OK.  The engine stops by releasing the "operator presence control bar" and this worked OK a few times while I was mowing.  But when I was finished and tried to turn the engine off by releasing this bar the engine wouldn't quit.  What gives?  Can you save me a trip back to sears?

Most of the time this problem is caused by the cable running from the handle to the engine.  Customers frequently fold their mower handles down for transport.  When done correctly no damage is done but many times the cables get bent or kinked causing them to bind.

Check the cable especially around the handle bolts and see if it is kinked.
