Small Engines (Lawn Mowers, etc.): Tecumseh 6.75 w/ no power, starter fluid, hickup

My lawn mower was running fine.  Then the next time I went to use it, I had starting problems.  I've sheared a couple keys in the past and replaced them, so I checked and it wasn't sheared this time.  After I put it back together I was able to get it started after about 20 pulls and two short breaks.

The problem now, aside from the prolonged starting ritual is no power.  I was able to get it started without the airfilter (because I was spraying starter fluid in the carb), but upon replacement of the filter the rpm's are reduced and it doesn't run smooth.  Almost like a hickup every couple seconds.  Along with that it can't get through thick (not high) patches of grass.

So, I took the air filter off, regained power and smoother running, but it will smoke (not a lot, but more than a little) from the air intake, the same place I was spraying starter fluid.  There are no simple adjustments, such as idle or a lean adjustment, on this mower, not even a throttle.  Hold the safety bar, pull the cord and start mowing.

Basically, what would cause the light smoke and why run better without the air filter (which is brand new).

There are some air bleed holes in the carb right behind where the filter goes, these may be clogged.  

Tecumseh carbs either work well or not at all.  I would remove, dis-assemble and clean the carb with compressed air from and air compressor and carb cleaner.  Make sure you blow out the carb throat orfices as well as the internal orfices.
