Small Engines (Lawn Mowers, etc.): mower repair, valve engine, intake valve

Hi---I have a Craftsman mower, won't start--good spark----plug is dry----will start and run for a few seconds when starting fluid is sprayed into intake-----think my problem is the intake valve--
(engine is Tecumseh) ---my question is should I tear apart the engine to work on this, or is it possible to do something (clean) the valve by just removing the cylinder head----I have the head off and the valves seem to be heavily carboned --thank you

This sounds more like a carb problem.  If it started on starting fluid via the intake then the intake valve is opening, closing and sealing well enough for compression and engine firing.
If you plan on doing vavle work you will have to remove the carb, springs and have a lapper or seat cutter to clean/repair them.
Did  you clean the carb before removing the head?
