I still don't seem to achieve 3,500 rpm on the B&S for my hovercraft.

Will the idling speed be affected when the engine speed governor is adjusted to run highr rpm? What is the correct idling speed?

In simple language, what actually happens when we adjust the speed governor for higher rpm?

Is it the case of shifting up the power band to a higher speed?

Answer
Many of those engines have several holes for the governor spring.  You will probably have to remove the air cleaner housing to see the governor spring and holes.

Have you identified the governor spring?  Moving the spring to a different hole, further away, will tighten the spring and increase the RPM.  The idle should not be affected on your engine.
