Small Engines (Lawn Mowers, etc.): Yardman 5 HP 20 cut 106C, hp 20, single mom

Going on 3rd summer with this mower, and this summer its just up to what I am use to, but I have relocated to a more "hilly" yard, alot of work.  Also I can't find my manual since moving...But tonight wanted to mow and it would not start, I pumped 2-3 times like I always do, pulled and it cranks, but no start.
Also the throttle (turtle-hare) no matter where it is set, nothing changes when moved, sounds and acts the same wherever its placed.  So if you could give me a step by step trouble shooting for this single mom to follow and try before trying to find a repair place.  Keep it simple, cause I like to do it myself.  Thanks Kell

When you moved did you remove or bend the mower handle?

Follow the throttle cable from the handle to the engine.  Look at the engine part of the cable as you move the lever...does the cable move?  If not then the cable is broke.

If you see the cable move then the problem is with the engine.

As far as not starting, have you replaced the spark plug?  Is the gas fresh?  Do you have a Briggs or Tecumseh engine?
