Question -Thank you Michael for your answer. The fly wheel turns does not engage. I think I see the problem. THE AIR FILTER FILLS UP WITH GAS THEN OVERFLOWS.I AM TOTALLY PUZZLED. IS IT A CARB PROBLEM? I GUESS YOU GET WHAT YOU PAYED FOR. PLEASE HELP. THANK YOU. STAN  
I bought this mower for $100. I cut the lawn three times, mower ran rough but still did the job. I had to use jumper cable to start battery.  I finally bought a new battery and the engine just will not turn over. It just winds and winds

Hi Stanley,

If the starter runs but will not turn the engine over, I would suspect a dry or dirty bendix gear on the starter.  Check to see if it spins but doesn't engage the flywheel on the engine.

Ahh, I see.  It IS turning over, just not starting.

Check to see if you have suction at the carb's intake.  If not I would suspect a bad intake valve.  Do a compression test to confirm.  You could have a leaking carb float valve also.
