Small Engines (Lawn Mowers, etc.): Honda Lawn Mower is dead, honda lawn mower, cutting blade

Your popular name indicates to me that you can help me.

My Honda Lawn mower is chocked and dead.  The cutting blade is not movable freely.  I can feel if apply exceesive force, the blade will move, but it seams like it is the move from the cluch area.  The shift that pass the power to self-prepered wheel is stucked too.  I do not know how to do next.  Or if you could give me some tip or inform me where that I can send to get it repaired at reasonable cost, I would appreciate.

Sorry for my delay.  The holiday was busy here.

Remove the spark plug and see if it will pull over
easier.  If so, the flywheel key may be sheared.
I still hard, then the engine may be seized and require disassembly and repair or replacement.  I won't be able to take any follow up questions until next week.  Sorry.
