5 hp tecumch on a sears snow blower it was given to me with a dirty carb. I cleaned the carb and got it to start and run but it cut out sometime while I am using it. Please help with high & low settings & throttle speed screw adj.thanks.
Answer -
The initial adjustment for the high and low speed mixture screws is 1 1/2 turns out from lightly seated.  The throttle speed (high RPM) limit screw needs to be set by using a tachometer to set the engine speed to the recommended RPM.  The idle screw needs only to be set to a high enough RPM so the engine idles smoothly.  If you find the mixture screws make very little or no difference, the carb is still dirty.  If so, use a piece of tag wire to push through all of the internal  

passages.

Answer
The governor is working correctly but this indicates the carb has a blockage (sounds like in the low speed circuit).  As the engine RPM tries to increase, fuel demand rises, when no fuel available engine RPM drops, then governor tries to increase RPM and the cycle repeats over and over.  Hope this helps.
