Small Engines (Lawn Mowers, etc.): where do i start?, horizontal shaft, compression test

I have a 2 hp horizontal shaft B&S that i rescued from a junk yard for a high school project.
It looks to be a late 80s to early 90s model. It is in fairly good condition externally. However the air filter is missing, and the carburetor looks like it could use some work.
I was wondering where I should start my restoration.

I would start with the ignition system first.  Clean/replace points if it has them. At the same time I would check the flywheel key.

Next I would check the compression, then carburetion.  Actually I would begin with a compression test, then ignition and then carb.  If there is no compression then the engine will not run.
