Small Engines (Lawn Mowers, etc.): Small engine wont start, briggs and straton, fly wheel

Hey, I have an older small 3 horse power 127cc at 3600 RPM, Briggs and Straton,pull start engine of an airator.Serial number 80252 050 02 770825203. Im Trying to make a gocart. My friend got it off of his dad, the thing is he said it started up in the spring ok, but it had been stored outside all summer, not too well mind you.  I've just recieved in the winter. The gas tank had TONS of gunk in it but i cleaned it out. IT has sat outside until I recived it.

   Now I talked to a local mechanic and he told me to look for mainly a spark, good compression,  and get new gas. I tested al of those, bought a new spark plug and the only thing i didn't find was a spark. He told me to look for a tiny spark if I held the cover that went over the spark plug close to it, I saw none.

The casing that goes over the plug looked a little rusted but ok, and when i tried to start it, all that happened was that the cylanders compressed and air came out of the carburator to where the air filter should have been. I've read about other problems and some suggestions are to take of the fly wheel and clean out points or something? What should I try to do?

I recommend you replace the points and condensor (inexpensive), remove the coil and have it checked by a good shop while you are at it.  When you re-install the points, the correct gap is 0.018" - 0.020" and the coil to flywheel gap should be set to 0.010".  Hope this helps.
