Help my toro 3521  model 38035   serial #80000165 auger does not spin freely but if I rotate impeller by hand and hold auger there is tension but I can make it slip by holding tightly  not sure if it should skip like this

If you refer to the following link (https://lookup2.toro.com/partdex/PartPage.cfm?xCaller=Toro&PageID=290072&PdfPath=3/3032/3264A001.gif&Rez=1x&MYBE=2792&PageName=Auger%20Assembly&DrawingIndex=1), take a look at part #43.  This is the driven gear.  If the shear pins are intact, it will likely require you replace the driven gear (and maybe the #46 - worm gear).  It is not uncommon for the teeth to be stripped off these gears under an extreme load and if the shear pins have been replaced with bolts instead of the correct pins.  It's also possible that part #39 (or #59)- woodruff key is sheared.  At any rate, it will require some disassembly to determine the cause.  The auger and impeller should not be able to turn independently of each other...the gear box connects them.  Hope this helps.
