Ignition time must be adjusted on all engine except with the coil and laminations mounted on the outside of the flywheel.

To properly time an engine with adjustable timing follow these steps:
  Turn engine over until rubbing block on points is on high side of cam.
  Set ignition points at .020”.
  Check specifications for proper Before Top Dead Center (BTDC) position of    piston.
  
Install dial indicator and set piston at the specified BTDC by rotating the crankshaft.
Remove leads from the point terminal, then reinstall and tighten nut and washer. Attach a continuity device onto the point terminal and to a good ground on the engine.

Loosen the two bolts holding down the stator and rotate the stator until the points just break, or continuity light, or Ohm-meter indicate a break of circuit.  Tighten stator bolts.

Clean points by sliding lint free paper back and forth between the contacts.  Manually open points when removing paper to eliminate paper fiber from remaining between contacts.

Point gap is .020 and spark plug is .030.

According to the manual, the D indicates you have a an External Ignition and point setting “Does Not Apply”.  

So, I'm wondering if someone has replaced the blower housing.  Is your coil, the part with the metal laminations on the inside or outside of the flywheel?  This can make a big difference on flywheel keys and timing.
