Small Engines (Lawn Mowers, etc.): honda GTX 390, fuel vapors, valve clearance

Hi I have been in the trade myself for over 20 years. I have a customer who bought a new honda GTX 390 13 hp ele start horizontal engine. after mounting engine. hooking up wires (regulator ect) new clean fuel, new oil, fresh battery, good spark. I turn key to start. motor turns but will not start. fuel is getting to cylinder. just get raw fuel vapors from muffler. I opened valve cover and has plenty of valve clearance and they are opening and closing correctly. Honda is jerking me around and the same with local dealers and people motor was bought from. Now I understand that there is an ignighter with the coil of this unit. could that be it even though I get spark? Is there a way to bypass oil shut off? Any help would be appreseated   Thanks Steve

Hey Steve,
If I were you I would replace the igniter coil because it might be giving you a weak spark. To tell if the spark is good the spark off the plug must look blue and thick. The automatic oil shut off is a built-in component and cannot be by passed. I think you should keep that feature. BEFORE YOU REAPLACE THE COIL ADD MORE OIL TO THE OIL SUMP AND SEE IF IT STARTS!! Let me know if this works.
