Small Engines (Lawn Mowers, etc.): Snow blower wont start, hey lucy, toro snowblower

I have a model # 3650 GTS Toro snowblower. It has a 6.5 hp engine and I cannot get it to start.  It almost does.  I changed the spark plug and also the gas and oil mixture. It seems as though something is not firing.

I tried to look up how to clean the carburator if that is the problem but had no success in finding out how to take apart and clean or dry it out.  

Do u have any suggestions on what I should do or can You tell me how to take apart and clean the carburator.

I think it is coil and electric start but I do not have the power cord for electric start and dont know where to obtain on if that would help.

The Pully  cord also feels like there is tension on it and hard to pull.

I would appreciate any help you could give me.

When I get it started I either want to sell it or trade it in and would like to know what I should be able to get for it if I sell it.  The list price is 659

Hey Lucy,
First what you should do is take off the air filter and replace it if it is a paper filter and wash it if it is a foam air filter. If you do not want to get messy and clean out the carb, go to your local hardware store and pick up some gasoline additive carburetor cleaner. If the carb is too gummed and this doesn't work send another help request to me and I will give you some advice on dismantelling/cleaning/assembling the carb. Hope this helps.
