the carb is probably dirty it can have two different ones one is aluminum with a plastic bowl held on with a bail and the other is aluminun also  but the bowl is aluminum also with a bolt that is also the main jet for it the procedures are different for each please tell me which it is. i believe it is the one with the aluminum bowl and bolt if i am looking at the right thing..sorry for my ignorance ... i am so clueless about these things..thanx for your patience with me

Answer
not a problem...  ok if you are looking at the right thing  it should have the primer on it for starting it will be either black or red and made of rubber. have you used the primer ?  if so then it gets a little more complicated then you will need a 1/2 inch wrench to take the jet out  after you drain the fuel, which can be mostly accomplished by turning the mower on its side toward the filler hole with a drain pan to catch the fuel.
then remove the jet and if you have the tools to clean the holes in it or just replace it from a local parts store it shouldnt cost over 5$. ps take the jet with you if you replace it it has a size on it they will need. this can be a messy job so be sure to do it in a well ventilated area, and plenty of rags to catch spilled fuel
