Followup To well i got that all together, but tried to start it and it pops through exhaustlike it wants to start but doesn't. when adjusting the govenor, should the throttle lever be in the choke position to adj. the linkage for govenor? tks again for your help

I'm rebuilding a 94 10hp briggs.How can you tell the diff. between the intake & exhaust springs. Also which goes where. I'm not sure if I've switched the 2around or not? Can you help me in this area? Thanks

Are the springs the same length?

Eric,,,,,,,,yes they are and seem to have the same tension, by pushing down on them. the intake has keepers for spring and exhaust has a round retainer that holds it to valve. tks

The manual says that some valves use the same spring and some use a heavier spring on the exhaust.

If your springs are the same length, then it does not matter which is intake or exhaust.

Governor Static Adjust:
1) Loosen screw holding governor lever to governor crank.

2)Rotate throttle plate linkage from idle position to wide open position. Note the rotation of the governor arm attatched to the throttle linkage.

3) Place and hold the linkage in high speed position.

4) While holding the linkage in this position, rotate the governor shaft until it stops in the direction noted in step 2.

5) Tighten screw holding governor lever to governor crank.  Torque to 34-45 inch pounds.

6) Before starting engine, manually actuate governor linkage to check for binding.

This is right out of the manual.

As for poping, it is either electrical or mechanical timing. Electrical timing is controlled by the flywheel key.  If the key is not sheared then it's fine.

Mechanical timing could be crank/cam timing marks or incorrect valve adjustment.  

What did you set the valve gaps at?
