Small Engines (Lawn Mowers, etc.): B&S Oil Leak 28B700 Series, mounting bolt, walbro carb

My Toro rear engine rider has a B&S 28B707 engine, with a Walbro Carb. There is a oil leak at the point that the engine mounts to the rear plate of the mower. I drained the oil and found it was very low viscosity (severly thinned out)and replaced it with SAE 30. When restarting (it seems to run fine) the breather tube (I had the filter removed) was spitting oil. I drained again and viscosity was still lower than SAE 30.  I had a experience when first purchased where the a half full gas tank emptied (gas on floor of garage)and the engine would not turn over (piston was half full of gas).  Dealer picked it up and fixed but never fully explained problem.  He said maybe the float stuck. I think I might have the same problem now, perhaps complicated by the seal being 8 years old and perhaps a loose mounting bolt or two.
Does this sound like a possibilty to you. I would like to try adding oil again and restarting. As I say it seems to run fine, and If there is no oil spitting into the filter, I would overhaul the carb, tighten all bolts and move on.

Does the oil smell like gasoline?  If so, then either the float is bad, not likely, or the carburetor float inlet needle is not sealing, highly likely.

You can just replace the inlet needle, but the kit comes with a new seat as well.  The seat is kind of difficult to remove and install, plus they rarely go bad.

I'd drain the oil, clean the carb and install a new inlet needle.
