Small Engines (Lawn Mowers, etc.): replacing top of a briggs&stratton after repairing a broken pull cord, briggs stratton, recoil spring

i have a briggs&stratton older model. my pull cord broke & i removed the tpo & repaired the broken cord. now when i rewind the rope & try to replace the top with every screw in place it will not pull to start or rewind

It sounds like the recoil spring is broken or there is a problem with the starter clutch.  I recommend you take it into a good shop for repair.  This is my advice for anyone who writes about recoil repair because it can be more costly and time consuming if you haven't repaired one before.  If you are lucky, they will let you observe as the repair is being done so you can see how do it.  Hope this helps.
