Small Engines (Lawn Mowers, etc.): Self propelled lawn mower wont move...., self propelled lawn mower, briggs stratton

I recently purchased a used lawn mower and it says that it is self propelled but it does not move on its own. and also there is no way to turn it off once it is on. The only way I get it to turn off is to push the choke a few times and flood it out. Any Idea what it could be...
The Lawn mower has a Briggs & Stratton motor.
It says it is a Signature 2000 Elite,
side Discharge rear bag mulch.

Hi Tina,

I would check and trace the cables that go from the handlebar safety lever.  Usually the drive engages when the lever is held in and the engine stops when the lever is released.  The stop cable goes to a switch, located under the recoil/cooling shroud near the flywheel.

Let me know what you find.
