Small Engines (Lawn Mowers, etc.): 25cc scooter and an evinrude 185 hp, ear muffs, scooter engine

A 25cc scooter engine:  if you go to www.ebladez.com you will find the specs for Moby X gas powered motor scooter.  It is the X25.  We haven't run it yet, but does it take a break in period,like cars do? It will go 20 mph.  Also, it has a chain and 1 inch wide rubber belt in the back under the motor going to the back wheel.  It doesn't seem to want to roll freely because it is engaged with the motor.  Is there an easy way to disengage the motor?   Next, it is supposed to be loud.... any way to muffle it more than the factory muffler does?     As for the marine outboard motor, it hasn't been run for years.  Is it scrap now or can I safely revive it with some top oil or something?

RON, FIRST, I KNOW NOTHING ABOUT THE MOBY X....I WOULD CALL THE DEALER.  NOW LET'S TALK EVINRUDE.  GET SOME EAR MUFFS SO YOU CAN TRY TO RUN THE THING AND TRY TO RUN THE THING.
YOU WILL FOR SURE NEED TO CHANGE SPARK PLUGS AND REBUILD THE CARBS AND REPLACE THE WATER PUMP.  THAT'S AT A MINIMUM.
IT GETS MORE EXPENSIVE AFTER THAT.
