Small Engines (Lawn Mowers, etc.): pull start locked up, wd 40, little smoke

my daughter last used the lawnmower and used the water hose to  spray off the underside of the deck.  The next time it needed to be used it would not start.  I emptied the gas, replaced it with fresh gas, and then primed and pulled and primed and pulled and etc. etc. etc.a little smoke and then nothing.  Repeated the proceedure repeatedly until the pull start locked up.  Any advice?

RUNE, GO TO THE AUTO SUPPLY.  BUY SOME STARTING FLUID AND A NEW SPARK PLUG.  WHEN YOU GET HOME, REMOVE THE PLUG.  LIFT UP THE MOWER AND SEE IF YOU CAN TURN THE BLADE.  OKAY,  NOW
PUT IN THE NEW PLUG ATTACH THE WIRE, SPARY A COUPLE SQUIRTS OF STARTING FLUID INTO THE CARB AND LET HER RIP.  IT MAY TAKE A COUPLE TIMES TO GET IT.  OH,  TO FREE UP THE STARTER
SPARY THE UNDERSIDE WITH WD-40 AND RAP ON IT WITH THE HANDLE END OF A HAMMER A FEW TIMES.
