Exactly how do you check and adjust the valves?

My 12hp Briggs and Stratton engine will not start.  The model number is 281707-0428.  It was running fine the shut down and will not start again.  the battery is charged and all connectors are clean and clear of corrosion.  The starter seems to work fine when tested off the engine.  The fly wheel seems to want to move but it only moves a fraction of the cycle or none at all when the key is turned.  Any adivce or help with this problem would be greatly appreciated.
P.S.  I just replaced the plug. fuel and air filter as well as rebuilt the carb. but that didnt work at all.

Aaron, how old is the battery? Typically, they will only last for 3-4 years. If they were kwept outsde during the winter, they freeze and loose life. If the batterty is new....the problem can be the compression release on the camshaft,,,,,the valve tappet clearances then have to be checked and adjusted.......Bob

Aaron, by asking that question, I suggest you take the tractor to a Briggs dearle. Checking tappet clearance is very difficult to explane o\by e-mail. Toy\u can get a manual at the library see "Sams Publications" Small Eng Repair.   good luck to you ,,,,bob
