Small Engines (Lawn Mowers, etc.): No recoil after replacing starter string, short periods, best bet


Question
My dogs pulled off my starter knob and its string.  After replacing it by opening up the engine, I feed the starter its internal parts and knotted it.  After closing the parts I pulled the starter string, to find that it has no recoil.  What should I do. The model is a MTD , Model Series 540 21" Rear & Side Mulching Mower.  Also Previously I ve had problems with it cutting off during short periods, and not being able to start for 10 to 20 minutes at a time.

WANDA, YOUR BEST BET IS THIS.  TAKE IT APART AGAIN WITH THE ROPE FLAILING ABOUT AND THE PIECE OF THE MOWER ENGINE IN YOUR PAW HOP IN YOUR VEHICLE AND HEAD TO THE NEAREST MOWER REPAIR SHOP AND HAVE THE GUY RE-INSTALL THE ROPE FOR YOU.  I AM NOT MAKING FUN AT ALL IT IS SIMPLY TOO COMPLICATED TO TRY TO EXPLAIN.  YOU MIGHT TRY WWW.BRIGGSANDSTRATTON.COM AND SEE IF THEY CAN HELP
