Small Engines (Lawn Mowers, etc.): lawnmower repair, starter clutch, briggs stratton

I have a 3.75hp Briggs & Stratton lawnmower. Model: 98902; Type: 0314/01 Code: 94102552

It starts but blows white smoke and sometimes squeals once started. The starter cord also does not feed back once it has been started. This began when I was running the mower over a section of my yard where there was ivy and it stalled.

Any ideas as to what I need to look at. I'm a new homeowner so I'm just beginning with all of these maintenance things, so be as basic as necessary.

Check the oil level and see if it smells like gasoline.

As for the squeal, the starter clutch is sticking to the crankshaft, which causes the rope not to retract.  To fix this problem it is best to replace the starter clutch.  The clutch can be remove with larger plyers, but several manufactures sell tools designed to remove the clutch.

Once the clutch is removed you will need to clean the crankshaft post with sandpaper.  The cranshaft post should be shiny clean before installing the new clutch.  This will fix the squeal.

The clutch can be cleaned, but the problem will return over time...this is why we replace the starter clutch.
