Small Engines (Lawn Mowers, etc.): Carb Question, briggs stratton, valve hole

Question
So, I inherited a 5hp Craftsman Tiller, about 14 yrs old, with a
Briggs & Stratton 130202 Type 3113-01 engine. It had been sitting in a
garage for about 2 years. When I got it, it wouldn't startup (probably
varnish, since it had gas in it), however I could shoot a bit of carb
cleaner down the air intake and give it a pull, and it would run for a
few seconds.

I pulled off the whole carb, took most everything apart, and found
that that the needle valve was really gummed up. I cleaned it with
carb cleaner, and dipped thw whole thing in berryman chem dip for
about 45 mins (not the plastic parts though). Needle valve worked
great after that. I can also notice that if I put a big of carb
cleaner in the threaded part of the needle valve hole, it will drain
into the carb thru the three tiny holes in the tube, so I'm pretty
sure that is clean.

I've verified that the main fuel line is clean (can easily shot carb
cleaner or compressed air thru it), and the screen is clean. I pulled
out the diaphragm, and that looks good. The path from the diaphragm to
fill up the fuel well is clean, as I can easily see light thru it.

After all the cleaning, I put everything back together (with a new
fuel gasket), and tried to start it up, but same problem.

When I put in the carb, the small fuel well was dry, and after a few
pulls and no starting, I took the carb off again and verified that
there was fuel being pumped into the well, which it was (but not very
much). So I put a little extra fuel in the well to get it to a higher
level, re-assembled, and still the same problem.

So, after looking at everything on the carb, my gut feeling is that
fuel is not traveling from the fuel well into the carb itself, because
I haven't been able to get any fluid or air to pass thru this into the
tube.

So, I've got a few books on small engine repair, one with a
section
that is specific to my engine, as well as the original users manual
for the Tiller, which contains parts diagrams for the engine. After
looking through all of these, they all show a second fuel line that is
similar to the first long fuel line on mine, but shorter (of course).

However, on my carb, I don't have a second fuel line that looks like
the one in the manual, I have, what looks to be, a metal fuel line. It
has two circles on the bottom, one about 1/4 inch diameter, one about
1/16th diameter. Both appeared to be caped/plugged/sealed with metal.
There is also a small (brass looking) thing sticking out of the side
of the metal shaft toward the bottom.

I took some pics of the carb, you can see them at
http://web.pdx.edu/~dwc/

So, I have two questions:
1) Which of these holes at the bottom actually takes up the fuel from
the well?
2) What else should I be looking at or trying to get this running?

Thanks for any advice or help,

Answer
Dave. great detail on your problem. I would suggest, by the looks of the carb, to remove the welch plug at the bottom of the pickup tube that enters in the cup in the tank or replace the long pickup pipe. Try the long pipe first and be sure its unclogged. It is just pressed in place and can be removed by gently clamping the brass tube in a vise and rotating the carb body in a "un-screwing" motion. The larger pipe which is part of the carb body allows fuel to enters the carbfrom the cup in the tank. You may have to use a pin punch or sharp probe to remove it. After removing it, you may fine gum or deposits in this tube.If you still have problems, give me a call at 1-262-695-9492..,,, Bob
