Small Engines (Lawn Mowers, etc.): BS Governor adjustmetn, pan gasket, bolt and nut

Model 42A707, Type 1238-01
The oil seal and oil pan gasket were replaced. Now the engine runs at high rpm. The throtle stops about 1/4th or less from the adjustment screw when the throtle is at low, but the rpms are still high. It can be pushed easily and the engine idles down. How do I insure that the governor adjustment is correct.

Bob, with the gov lock nut (carrage bolt and nut) loose on the gov arm, rotate the gov shaft (screwdriver slot)clockwise --rotate the throttle wide open (links attached) and lock the gov arm in position. This should do it....Let me know-----Bob  Also...be sure the spring is attached
