i would like to know how to take the pulley on the left side of the motor off? the pulley that the manual starter rope would wrap around.

  Here is the proper order of disassembly according to the manual.

MANUAL STARTER:

The manual starter can be removed for inspection or repair by removing the four retaining cap screws and lifting off the starter unit.
 To disassemble the removed starter unit, pry the anchor from the handle grip, to get the rope loose from the starter handle. Allow the rope to retract into the starter unit, until the recoil spring is completely unwound. Remove the spindle retaining nut, washers, and through-bolt, then lift out the spindle, pulley, and associated parts, allowing recoil spring to remain in housing if possible. ( side note, some very old Skee-Horse sleds have a circlip that needs to be removed in order to get the pulley off).
