Steering Column Repair: 1989 F150 ignition problems, lock cylinder, snap ring

Hello ... I need some help! I first replaced the ignition switch since my husband was unable to start his truck but after replacing it he was still unable to start his truck so I had to do some investigating %26 found that the ignition rack actuator broke %26 needed to be replaced. I then replaced the part that broke which was the ignition rack actuator %26 put the steering wheel all back together thinking that is what would solve the problem. Well, my husband started up his truck (he was ecstatic) %26 checked all his electrical but when he tried turning the truck off he was unable to. The ignition switch would turn off %26 the key would come out but the truck would not turn off (it stayed running). Please give me some ideas of what I could do to solve this issue. I'm kind of stumped. I also have another issue that has come up since I've replaced the ignition switch %26 ignition rack actuator %26 that is when engaging the brakes we get no brake lights or trying to use the hazards - they too don't work. I've checked %26 replace the fuses %26 they are all good. Any suggestions or ideas? I would like to thank you in advance for your help %26 advice!! I used your advice from a forum earlier but didn't understand this last direction ... 16) putting the lock cylinder back in sync is the hard part.  You will need to remove the snap ring and bear from inside the housing and reset all of that to the correct timing or you will not have all the positions ACC, OFF, ON, START .... what do you mean?

This all may be related to the same issue...the gear and lock cylinder misaligned.
As you mentioned in the last part of your description, the lock cylinder and gears need to be aligned perfectly or you will lose functions.
