Answer
Hi Jorge:

I'm sorry about your car.  Although it may seem like there is a short in the steering column, the problem you are having is one of a charging system, not steering column.  The alternator (or battery) is not producing or keeping enough charge to run the car and turn on extra lights at the same time.  That's why when you added the extra strain on the system (like turn signals), the car would cut off.  Now, there isn't even enough juice in the battery to keep all the dash lights lit correctly, let alone start the car.
First you need to remove and charge the battery, then it will start.  Next take it to someone like Auto Zone & have them test the charging system and battery (for free) and you will have your answer.
Lastly, check the connections from the battery to the body of the car next to the battery (ground connections).  Make sure they are clean and tight.
Good luck
